प्रयागराज : बेसिक शिक्षा विभाग के
कक्षा एक से आठ तक के विद्यालयों में शिक्षक भर्ती के लिए आवश्यक योग्यता दो वर्षीय डिप्लोमा प्रशिक्षण यानी डिप्लोमा इन एलीमेंट्री एजुकेशन (डीएलएड) को बंद किए जाने की तैयारी है। इसके स्थान पर चार वर्षीय प्रशिक्षण बैचलर आफ एलीमेंट्री एजुकेशन (बीएलएड) की डिग्री प्रदान की जाएगी। डीएलएड कोर्स के लिए अभी स्नातक योग्यता आवश्यक है, लेकिन बीएलएड में प्रवेश के लिए योग्यता इंटरमीडिएट तय की गई है। इसे अभी प्रथम चरण में सात जनपदों प्रयागराज, जौनपुर, गोरखपुर, हापुड़, मेरठ, गौतमबुद्ध नगर और वाराणसी के जिला शिक्षा एवं प्रशिक्षण संस्थान (डायट) में लागू किए जाने की तैयारी चल रही है।
वाराणसी के कालेज आफ टीचर एजुकेशन (सीटीई) में भी संचालित किया जाएगा। इसके लिए संबंधित डायट प्राचार्यों एवं सीटीई प्राचार्य के साथ 29 दिसंबर को हुई आनलाइन बैठक में मानवीय और भौतिक संसाधन पर चर्चा हुई है। चार वर्षीय बीएलएड पाठ्यक्रम में प्रवेश के लिए न्यूनतम अर्हता इंटरमीडिएट होने से
अभ्यर्थियों का एक वर्ष का समय बचेगा, क्योंकि अभी डीएलएड में प्रवेश के लिए योग्यता स्नातक होने से तीन वर्ष स्नातक करने में तथा दो वर्ष डीएलएड करने को जोड़कर पांच वर्ष लग जाते थे। बीएलएड से वह चार वर्ष में ही स्नातक के साथ प्राथमिक शिक्षक भर्ती में आवेदन करने के भी योग्य हो जाएंगे। इसके लिए प्रदेश में संचालित डायटों को अपग्रेड किया जाएगा। इस संबंध में राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (एससीईआरटी) के निदेशक की ओर से सर्व शिक्षा अभियान के संयुक्त निदेशक डा. पवन कुमार द्वारा बुलाई गई बैठक में विमर्श किया गया। बीएलएड होने पर अध्यापन के लिए उच्च प्रशिक्षित प्रवक्ताओं की आवश्यकता होगी। प्रयागराज डायट में 17 में 12 शिक्षक पीएचडी हैं। इसी तरह अन्य डायटों में भी हैं। प्रदेश में 66 डायट संचालित हैं।

Preparations are underway to discontinue the two-year diploma training, Diploma in Elementary Education (D.El.Ed), which is currently the required qualification for teacher recruitment in schools from Classes 1 to 8 under the Basic Education Department. In its place, a four-year training program leading to the degree of Bachelor of Elementary Education (B.El.Ed) will be introduced.
At present, graduation is mandatory for admission to the D.El.Ed course. However, for admission to the B.El.Ed program, the minimum qualification has been fixed as Intermediate (Class 12). In the first phase, the plan is to implement this program in the District Institutes of Education and Training (DIETs) of seven districts—Prayagraj, Jaunpur, Gorakhpur, Hapur, Meerut, Gautam Buddh Nagar, and Varanasi.
The B.El.Ed course will also be conducted at the College of Teacher Education (CTE) in Varanasi. In this regard, an online meeting was held on December 29 with the principals of the concerned DIETs and the CTE principal, during which discussions were held on human and physical resources.
Since the minimum eligibility for admission to the four-year B.El.Ed course is Intermediate, candidates will save one year. Currently, admission to the D.El.Ed course requires graduation, which takes three years, followed by two years of D.El.Ed training—making a total of five years. With the B.El.Ed program, candidates will be able to complete their graduation along with professional training in four years and will also become eligible to apply for primary teacher recruitment.
To facilitate this change, DIETs across the state will be upgraded. In this connection, deliberations were held in a meeting convened by the Joint Director of the Sarva Shiksha Abhiyan, Dr. Pawan Kumar, on the directions of the Director of the State Council of Educational Research and Training (SCERT).
With the introduction of the B.El.Ed program, there will be a need for highly trained lecturers for teaching. At the Prayagraj DIET, 12 out of 17 teachers hold PhD degrees, and similar qualified faculty are available in other DIETs as well. At present, there are 66 DIETs operating in the state.
